PM2: Pavement and Bridge Condition

Pavement and Bridge Condition data is collected by CDOT for the Interstate and non-Interstate National Highway System (NHS), which include I-25, US34, US287, US85, SH14, SH257, and SH392.

Pavement Condition

Pavement condition is based on data submitted to the Highway Performance Monitoring System (HPMS), specifically the International Roughness Index, cracking percent, faulting, and rutting. There are four pavement condition performance measures.

The NFRMPO uses a three-teir grading system to measure progress: Target Indicator Positive means the State or the NFRMPO region has achieved the target based on baseline data; Target Indicator Steady means the State or the NFRMPO is making progress and is trending in the proper direction or is close to achieving a target but has not yet; and Target Indicator Negative means the target has not been achieved and not enough progress has been made.

Bridge Condition

Bridge condition is measured using data reported to the National Bridge Inventory (NBI), specifically the ratings for the deck, superstructure, substructure, and culvert conditions. FHWA set thresholds for good, fair, and poor ratings for each of these categories.
