Background
As part of the NFRMPO’s transportation planning process, staff has collected data to address federal and regional performance measures. The process is in line with the Transportation Performance Measurement approach set forth by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). A Systems Performance Report was prepared as part of the 2045 RTP.
Performance management was introduced as part of the Moving Ahead for Progress in the 21st Century (MAP-21) Act, which set seven national goal areas. These goal areas were clarified in the FAST Act and further guidance, which identified the following categories:
- PM1: Highway Safety
- PM2: Pavement and Bridge Condition
- PM3: System Performance
- Transit Asset Management/TAM
During the 2040 RTP, the NFRMPO adopted performance measures prior to the guidance from the USDOT. These performance measures were then incorporated into the 2045 RTP as the NFRMPO Regional Performance Measures.
Purpose and Process
Performance management is meant to guide the transportation planning process in a data-driven manner. Targets are set based on trends for each of the categories. NFRMPO staff works with the Colorado Department of Transportation (CDOT), member communities, transit agencies, and the general public in collecting data, which is used in the target-setting process.
As part of the guidance from the USDOT, the NFRMPO must set targets for each of the federal performance measures. There are two options for setting targets: adopting regional targets or supporting CDOT’s statewide targets. To date, the NFRMPO Planning Council has adopted the statewide targets, most recently adopting PM1 targets on February 6, 2020 and PM2, PM3, and TAM targets on October 4, 2018.
